Yes, if it represents a whole class of a kind.
Eg: the black (people), the sick, The Fast and the Furious (WHOLE GROUP OF A TYPE).

Nothing grammar used here. According to the bible, "it is meek and the humble shall inherit the earth" is a quote or a noble saying.

Here 'the meek' and 'the humble' describes a particular category of people which means that the person who is either 'meek' or 'humble' can inherit the earth.

Same case in our question also. "the meek " means the meekest (weakest) people "the humble" means the humblest people.
