Here 'the meek' and 'the humble' describes a particular category of people which means that the person who is either 'meek' or 'humble' can inherit the earth.

The words-- meek, humble -- are adjectives. When you use an adjective to mean the people, the definite article is used. e.g. Poor -- adjective. If we want to use the word "poor" to refer to "the poor people" we write: The poor must be helped. Moreover, the poor, the meek, the humble etc. Are plural nouns and they must have plural verb.

Since the 'meek and humble' refers to a single person we shan't repeat the article. 'the meek and humble' is more appropriate.

Because when two noun used with and then they are considered to be plural. So in case we should use ARE but in this case we are using IS so this is incorrect so for correction this we must use the (article) before both noun.

I think the should come because we use the for the only thing e.g the poor, the earth, the gandhi, the George bush.
