I think here meek and humble refers to a specific group of people which are taken as unique in this sentence and the is used before any thing which is unique like 'the sun' that's why the is used here.

Here 'the meek' and 'the humble' describes a particular category of people which means that the person who is either 'meek' or 'humble' can inherit the earth.

Now secondly I would like to clear that "the meek and humble" is also correct which specifies that 'the person who is meek as well as humble can inherit the earth.

Here the is use before MEEK and HUMBLE because in this sentence it is talking about A PARTICULAR PERSON. WHO IS MEEK AND HUMBLE IS INHERIT. Not for all other group of people. As we know we use THE before a particular person, thing etc.

As per bible meek and humble are unique thing and when we want to refer unique thing it should be preceded by an article "the".
