Meek and humble are adjectives which describe the group of class and in such case we use the before the adjectives.

Why you are using "the" before meek and the humble. It is consonants but why you use that Definite article here.

1. If it refers to a group a people, IT IS should not be used there.
2. We use The poor---poor people as a whole, so it is plural
3. When The is used before nouns/adjective separately, they do not act like singular.
Ex: A) The headmaster and Chairman is present in the ceremony---Here Headmaster and Chairman is a common entity.
B) The headmaster and the Chairman are present in the ceremony-- Here Headmaster and Chairman are not a common entity.

For eg. ''The beauty and the beast'' it refers the character of people. Those people who are meek and humble, they are the particular group of people who could inherit the earth.

'Who' is a relative pronoun and it is only used after mentioning a person but not by his name. You should not use articles before the name of a person. Since it is not a name, we are supposed to use an article.

The is used because it is a specific class that's fine but the will be not used in both the words when the article is used in both the words it becomes plural in this case it is singular so it will "the meek and humble".
