A block of residential flats is coming up near our house(singular) is correct or Blocks of residential flats are coming up near our house is correct(plural)..so option a is right..

See its not about plural. 'Block' is a collection of flats, i.e, a block of flats (similar to flock in case of sheep) , Hence
Block of residential flats, is coming up near our house is correct. Though we can buy Vertika's take, but that depends on which noun she emphasizes - generally collective noun plays a bigger part in selecting the helping verb.

Rather than near our house we must use near our houses!
So the answer A & B both.

No paramjeet, with "block" you need to precede it with "A" i.e. "A block".
