Whenever the 1st sentence is present simple then 2nd sentence always will be in the present perfect tense.

The appropriate answer is "does" because;

1. Small child is in the learning process so he will do those actions which are present.
2. In this sentence habit is discussed so present simple should be used.
3. Father is third-person singular so we use does instead of doing.

Here, the context is the habit of the child. Habitual action is expressed by simple present.

Sort of parallelism, I think.

Since the first verb is "does", it's present tense, then the next should be also in present tense since both verbs are still in the same clause.

We are talking about the child in simple present tense, so the tense for father should also be simple present tense.
