Prepositions of Place: at, on, and in.
We use at for specific addresses.
#Grammar English lives at 55 Boretz Road in Durham.
We use on to designate names of streets, avenues, etc.
#Her house is on Boretz Road.
And we use in for the names of land-areas (towns, counties, states, countries, and continents).
#She lives in Durham.
#Durham is in Windham County.
#Windham County is in Connecticut.

Think commonly yaar. , what happens if a guy spent his total childhood in anand bhavan. Jawahalal nehru's child hood is a long period of time.
So we use at.
If it was a meeting or a congress of short span of time, then we can use in.
Ex:jawaharlal spent an hour in anand bhavan.
If wrong suggst me guys.

At is used for particular place. In is used for general picture. After one location other location must be followed by at.
Ex: I was in Delhi at welcome metro station.
For this question, at is used because at can refer to time span but in can't.

In is used when the location is not specific like in Chennai, Bangalore.
At is used when location is specific like at home, at theater.
Ex: He stayed in Bangalore at his friends house.

"AT" will be use when we are considering that as a point rather as a place or an area.
ex:
Our plane landed at Hyderabad while going to America.
ex:
Our plane landed at Hyderabad while going to America.

I think "in" is used for the bigger place like big cities or name of the countries, where as "at" is used for the smaller like name of the building etc.

I think "in" is used of country, cities or large places and at is for small places like building platform bus stop etc.

"Anand Bhawan" is a place, therefore 'in' should be used; whether past or present tense contexts. Am I right?
