Think commonly yaar. , what happens if a guy spent his total childhood in anand bhavan. Jawahalal nehru's child hood is a long period of time.
So we use at.
If it was a meeting or a congress of short span of time, then we can use in.
Ex:jawaharlal spent an hour in anand bhavan.
If wrong suggst me guys.

I think "in" is used for the bigger place like big cities or name of the countries, where as "at" is used for the smaller like name of the building etc.

At is used for particular place. In is used for general picture. After one location other location must be followed by at.
Ex: I was in Delhi at welcome metro station.
For this question, at is used because at can refer to time span but in can't.
