We use at for specific addresses.

Think commonly yaar. , what happens if a guy spent his total childhood in anand bhavan. Jawahalal nehru's child hood is a long period of time.
So we use at.
If it was a meeting or a congress of short span of time, then we can use in.
Ex:jawaharlal spent an hour in anand bhavan.
If wrong suggst me guys.

At is used for "Locations" and in is used for small thing like "in bedroom" "In kitchen" "At Behaar" "At Solapur" etc.
