When 'looks' is used in a sentence it is followed by 'like', -----'looks like'.

And in this case 'seems' would be the right answer because the very next word in the sentence is 'that', -----'seems that'.

We use "seem" when talking about a situation that we have experienced for a very short time and we want to give our impression of it.
