When 'looks' is used in a sentence it is followed by 'like', -----'looks like'.
And in this case 'seems' would be the right answer because the very next word in the sentence is 'that', -----'seems that'.

We use look when describing observable condition where as seem when we are perceiving something.

Perhaps,'looks' is used for physical appearance, but what's the case with 'feels' and 'seems'??
