The answer is correct for the given options.
The universal truth rule will be applicable if the speech is a statement. As the little girl is questioning, we have to use "asked". There are only two options out of which B is correct. If had risen is given as an option there, that might be considered.

I don't agree with @Jyothisree.
In the question, little girl asked question "did the sun rise in the east".
So according to me answer should be.
"The little girl asked her mother if the sun had risen in the East. ".
Because in indirect speech, past indefinite tense is changed to past perfect.

No, I disagree with the given answer as the sentence is in Simple past tense and when it is reported it has to be changed to Past perfect tense, therefore, the correct answer is 'The little girl asked her mother if the sun had risen in the East'.

I think the answer is incorrect. The answer would be "The little girl asked her mother if the sun rise in the East. " the reported statement is a universal truth.

We know that it is universal truth.
But the child doesn't right.
And the question was asked by the child to her mother.
So the marked answer is right I feel.

As it is a universal truth we cant express it in the past tense I feel. So my answer is:.
The little girl asked her mother whether the sun rises in the east.

I agree with you @Kavyashreekt and @Vikas Jaglan.
The child doesn't know that it is a universal truth and 'did rise' should change into 'had risen'.

There will be no change in case of universal truths, hence" the little girl asked her mother if the sun rises in the east" is correct.
