I don't agree with @Jyothisree.
In the question, little girl asked question "did the sun rise in the east".
So according to me answer should be.
"The little girl asked her mother if the sun had risen in the East. ".
Because in indirect speech, past indefinite tense is changed to past perfect.

The answer should be C as it is a fact and facts are always in the present tense.
