I think the answer is incorrect. The answer would be "The little girl asked her mother if the sun rise in the East. " the reported statement is a universal truth.

The answer is correct for the given options.
The universal truth rule will be applicable if the speech is a statement. As the little girl is questioning, we have to use "asked". There are only two options out of which B is correct. If had risen is given as an option there, that might be considered.

Universal truth cannot be in a past tense. So, the answer is incorrect.

No, I disagree with the given answer as the sentence is in Simple past tense and when it is reported it has to be changed to Past perfect tense, therefore, the correct answer is 'The little girl asked her mother if the sun had risen in the East'.
