When you ORDER someone. What do you expect. He should OBEY your ORDER.

If I am to consider the real antonym of obeying, the most appropriate answer is disobeyed. I think the order is not the best opposite unless otherwise.

Refusing and contradicting are synonym words. If you choice 'Refusing' then you have to consider 'contradicting' too. The best answer is 'ordering'.

Refusing is the correct answer. Because obeying means follow the instructions here we have an opposite word so refusing is the correct.

Contradicting is correct answer because Obeying means agreeing for whatever other says and contradicting means countering (opposing).
