Refusing is not used in case of order only. It also used in help, asking, offering, etc. So @Sundar is true, ordering is correct.

Refusing should be the right answer since the opposite of obeying is disobeying and d synonym of disobeying is actually refusing.

@Sundar your explanation is right but not valid here, since we are to find the antonyms of 'OBEYING' and not "REFUSING".

We are asked for the opposite of obeying then its must be refusing and how should we consider from refusing to obeying.

Opposite of obey must be disobey. So refusing should be correct. But in sense of analogy order is correct for obeying.
