It's refusing only. As in here,
Synonym of obey is "take orders", and if one does not "take order" it means he or she is "refusing" to "take order".
Therefore "refusing is an antonym of obeying".
On contrary, it can also be taken as "giving orders" as in "ordering" and "taking order" as in "obeying".
But we are not searching for an antonym of "ordering", as question demands us to search for exact opposite or antonym of "obeying". If the question, would've asked antonym "ordering", then "obeying" will be the answer out of the given options.

No, "ordering" does not refer to the opposite of "obeying." Instead, "ordering" involves giving commands or instructions, whereas "obeying" involves following those commands or instructions. The opposite of "obeying" is "disobeying," which means not following orders or instructions.
So, in a sense:

In my opinion, refusing is correct. It is because refusing is nearly the opposite of ordering. Its proper antonym, by the way, is disobeying but it is missing, so refusing is correct then.
On the other hand, ordering means to order some for obligation, and Obeying means to follow the orders. Both have their own positive explanations which don't contradict together as antonym words demand.

Having choice to choose whether they accept or reject.
3. Refuse : not accepting.

So, when it comes to antonym of OBEY it should be REFUSE.

Odering means- & gt; command, instruction, rules.
Obeying -> following the commands, instructions, rules or doing what someone tells you to do.
Contradicting -> to go against or oppose what someone else says or state the opposite of a previous statement or belief/saying or doing the opposite of something, especially denying the truth, or disagreeing with someone or something.

No need to be confused and go to answer.
If there are two parties/ person opposite to each other and.
They have some offer/order then if one 'obey' what will do opposite party/person.
Simply 'refuse'.
If there is not refusing, then we can think about ordering as an antonym. But here it's refusing.

@All. Don't get confused by the answer given above because I think it is wrong. There is slight mistake with the answer given. The correct answer for antonym of obeying is refusing. If you think I am wrong you can refer any book or browse, for "antonym of obeying, " you will get many answer including refusing but you won't get "ordering" as the answer.
