I think we need to find the exact opposite of the word not negative of the word.
For example, opposite of pull will be a push.
And negative of pull is on pull.
I think every body is getting confused in opposite and negative.

Think like this ordering leads to obeying but refusing means denying the order.
As per antonyms context, it has to be refusing. The question asked for the antonym of ordering not refusing so accordingly refusing is apt.

Ordering is irrelevant here.
Obeying means accepting the order and doing it. Ordering means giving some instructions to do something. Suppose if I Order and someone obeys and do it, there is no opposite at all here.

I Think Refuse is the Right Answer.
Because Obey Means - accepting someone order. Its opposite should be Disobey. So,
Synonyms of Disobey is Refuse, resist, oppose etc, i.e A Big No to *ORDER.
If I am wrong, Please suggest a right Answer.

The answer for OBEYING should be REFUSING. If you search for the antonym of the word OBEYING OR OBEY, you can easily find the word DISOBEY. Moreover if you seach the word in thesaurus for OBEY you cannot find ordering in those list of words.

Its ok refuse is not an actual antonym of obeying. But how ordering would be antonym for obeying.
Its totally irrelevant. The question represents the high range of antonymous words.
Thus I think refuse is correct.

I think that obeying refers to abiding by someone's order or rules and regulations and refusing refers to refuse someone's order or rules and regulations.
So, in my point of view the authentic antonym of obeying is refusing.

@Sundar: If you are trying to explain with the help of options, then antonym of 'ordering' can be 'REQUESTING' and may not be not 'obeying' (in my opinion). The appropriate opposite of obey is disobey and disobey-refuse.

I accept with @Sundar because Obey meaning we are accepting and then we follow. In spite of following, we are ordering is the correct antonym. In case if ordering is not there refuse is the correct answer, Am I right?

Actually both obeying and refusing maybe correct. If you are the one to order then you are not the one who will obey. So it is also acceptable. But if this is a test in an entrance exam the answer should be refusing.
