I think the given answer 'Ordering' is Correct.

Just think in reverse, what is the antonym for 'Refusing'.

Is it 'OBEYING' ?

No. The best antonyms for Refuse/Refusing are:

=> accept, allow, approve, consent, grant, offer, ok, sanction.

Therefore 'Ordering' is correct.

Kindly give me your suggestions if I'm wrong.

Refusing is the correct answer. Because obeying means follow the instructions here we have an opposite word so refusing is the correct.

I think is that obeying means (to accept the order or to follow the order).

And according to this scenario, the right answer should be refuse means (not follow).
