According to me, the correct answer is ordering because;
Obeying means - to accept the order.
Ordering means- to give the order.

In my opinion, refusing is correct. It is because refusing is nearly the opposite of ordering. Its proper antonym, by the way, is disobeying but it is missing, so refusing is correct then.
On the other hand, ordering means to order some for obligation, and Obeying means to follow the orders. Both have their own positive explanations which don't contradict together as antonym words demand.

Yes the answer should be refusing, antonym of obey is disobey. Meaning of disobey is to refuse.
