Refusing ia the correct answer.

Ordering is irrelevant here.

Obeying means accepting the order and doing it. Ordering means giving some instructions to do something. Suppose if I Order and someone obeys and do it, there is no opposite at all here.

According to me,

Refuse is the EXACT opposite of the word "Obeying".

Please correct me, if I'm wrong.
