Upper arrow rotates about its horizontal axis in each step and also travel in direction of clockwise.

The half arrows keep moving horizontally right and then when it can't move anymore horizontally it moves vertically to the centre and then to the bottom where it starts moving left as right movement is restricted. Hence A conforms with this pattern. Also, the half arrows keep changing from downright to upright with every step of movement. Thus A is the answer.

Firstly the center arrow will 90° anticlockwise then 45° anticlockwise and then again 90° and so on.

And half arrow will move clockwise and will keep flipping.

Follow directions of 1. It is following the image pattern.
