The basic definition of stress in a component is, resistance offered by unit resisting area.
So, if no constraints, then there is no resistance, so no stress.

Tensile stress will be induced if and only if both the two ends are fixed. If ends are not fixed no stress will be induced. Here nothing is mentioned as such.

In this question strictly say "Cooled".
So, past tense use.
Hence when cooling Compressive stress developed.
After Cooled tensile stress developed.

When a bar is cooled to -5 temp it must goes to compressive stress. Whenever a body is cooled its undergoes shrinkage. So compressive stresses are developed.

@Mahendra got the point. If the bar fixed at the both end, if it cooled to temperature -5 then it is shrink, when shrink it pushes from the two ends.

I think if the bar is placed freely then compressive stress will occur, otherwise if the bar is subjected to both end then tensile stress occur.

Tensile stresses of developing only if bar is fixed on both sides. No stress is developed if it is allowed free contraction or free expansion.

Here, stress = alpha*E*deltaT.
Since delta T will be positive, stress is positive, so is a tensile stree will be developed. Hope it helped.

We can not say about the stress until we know about the supports provided to the bar. If it is free then there won't be any stress induced.
