In my point of view answer is shaping with rack cutter. Because with the help of rack we can easily cut inner part. But we cannot cut through pinion cutter if gear is small.

Internal gears can generated by broaching tool. This tool is passed through the job like reciprocating motion.

It is not possible by hobbing we cut the internal gears.

Internal gears can be cut by gear shaping pinion cutters and also by broaching and single point tool cutters. But broaching is expensive operation thus avoided. By milling cutters, it is not possible. The hobbing machine can't produce internal gears.
