We know that the surface roughness is directly proportional to square of feed.
So in order to achieve specific surface finish we should control on feed instead of cutting velocity. Therefore, Its answer is option C.

Here all 3 may be correct like feed, cutting speed, depth of cut while machining practically.
Like by. Reduce the depth of cut, increase speed and reduce feed to get a better finish on job.
