I don't know about the correctness of my opinion by the expression for surface roughness is something like this,

H (surface roughness) = (feed rate) /[cot (principal cutting edge angle) + cot (auxiliary cutting edge angle)].

This expression is valid when the nose radius is negligible.

If nose radius has appreciable value then,

H= (feed) /[8x (nose radius) ^2].

So in both, the cases feed rate (option C in the given question) would be the correct answer I think.

We know that the surface roughness is directly proportional to square of feed.

So in order to achieve specific surface finish we should control on feed instead of cutting velocity. Therefore, Its answer is option C.
