One important factor also high melting point of cemented carbide material. So we don't use casting method for this production and to improve micrcostructure we don't use maching methods.

Yes, true because less wear and high resistance and good microstructures.

What about Tungsten carbide tool? Is it also made by powder metallurgy?

It's wear rate should be very low for long life and accurate cut.
Powder metallurgy is the process of blending powdered materials with additive and pressing it to form desired shape, then heating and quenching it in furnace.
The micro-structure of components made by powder metallurgy are very fine and this increases the strength and less wear rate.

According to my knowledge tool tip is greater strength then workpiece so powder metallurgy are most increasable or effective process to making tool tip at sufficient objectives.

Cement carbide tools are used to machine stainless steels which are having properties such as high toughness, work hardening, corrosion resistance to machine this type of materials we need tools with higher durability and efficiency, these properties of the tool can be obtained by powder metallurgy because of improved micro structure of the tool produced by this process.
