In a Diesel Injector, there is a needle valve to expel the Diesel fuel in the combustion chamber. Taking into account the needle valve, the diesel engine has three valves.
1 - Inlet valve
2 - Exhaust valve
And 3. Injector.

Injection port can be considered as valve because Valve is a thing that controls the amount of flow by either stopping the way or opening the way.

A multi-valve engine design typically has three, four, or five valves per cylinder to achieve improved performance only. But any four-stroke internal combustion engine needs at least two valves per cylinder. Fuel injector is consider as a port.

There are Only two valves in a diesel engine. The fuel injector is not a valve.

Three valve is used only in pre-requirement of diesel engine.

Valve arrangement merely depends on no of cylinders, Each cylinder can use two valves (one exhaust one intake) or Each cylinder can use four valves 2 intake and 2 exhaust.

Choice of valve totally depends on engine design requirement. It can be two for basic study purpose and can be four in practical cases. There is no law governing three valve system in a diesel engine.
