I think C is meant to be the right option.
Theme Detection doesn't always use the exact same word from the passage it's up to us to decipher the meaning, that being said nowhere in the passage does it tell us that women haven't been "imparted freedom".

D is the correct choice. For the reason, the paragraph in the first statement it is clearly written "let us hope that they will justify their abilities by rising to the occasion" so in opt D saying "to prove their worth". One can prove one's worth and can contribute to the country's development only by justifying one's abilities. I hope my point will clear the doubts of this logic.

Let's differentiate between the subjects. Women need to do some action and India as a nation should do other action. Options A and D logically mean the same, only when there is a concern of liberation by the hands of the nation or a powerful party as in the passive voice of option D. Though the part of freedom (in D) is not mentioned in the paragraph, it is self-evident. The Progress of the nation now comes in the picture with the reference to Napoleon's utterance about education being the premise to developing the nation. Now, the point being the mention of word 'India' appears to weigh option A. Still, it states neither about the education nor about freedom. In this case, option D seems mostly positive.

I think the answer should be B. The passage does not talk about the rights of women. It talks about importance of education for women. The Napoleon example strengthens this point.

I think C is better option b/c the word equal right and opportunity also denotes freedom to women.

C not "only " word conflict the theme of passage and there is no line at rights so D.
