There is no reference to energy crisis. Wind is only an alternative means besides Thermal / Hydel / Nuclear / Solar sources. There is a pollution crisis but not energy crisis in as much as other sources are not able to deliver.

Thus II is not implicit.

You are ignoring the hidden idea. In the opening line it mentions that wind is the alternative source because we are in some short of energy. We explore for alternatives when more when we lack the main source. So II follows. However, I doubt the I one.

The answer should be B. Since the statement not much has been done indicates that the field is explorable. But from no where it can be concluded that it is emerging.

2 conclusion hence option B.
