In option 1, they used the definitive word all should not appear in conclusion. And in option 2, it's like a suggestion should not become a conclusion. So option D is the right one.

It is written that It is "recommended" that Management Information System be developed'. But nowhere is it written that there's a "need"/necessity to monitor the performance of workers.

But there is no description about the workers. How could we conclude performance of workers need not to be monitored.
