Statement: I can take you quickly from Kanpur to Lucknow by my cab but then you must pay me double the normal charges,

Assumptions:

1. Normally, it will take more time to reach Lucknow from Kanpur.
2. People want to reach quickly but they will not pay extra money for it.

Only assumption I is implicit
Only assumption II is implicit

Both I and II are implicit
Explanation:
Since the narrator asks for double charges to take the person quickly to Lucknow, it implies that normally it takes more time to reach Lucknow. So, I is implicit. Since one demands extra charges to reach the destination earlier than usual, the person in need would have to pay accordingly. So, II is not implicit.

The assumption I says, more time, but with the mode of transportation is lacking, road, rail air. If the question is seen from road or rail perspective then it's correct, but from air perspective it's incorrect. So a little information could have lead to answer A.

People generally would not be willing to pay more for any sort of service. The statement mentions: "you must pay me double charges-" which indicates that people would not normally be prepared to pay more money. Both should be implicit assumptions.

Ya that's right that "Normally, it will take more time to reach Lucknow from Kanpur. " but it is also true that generally people do not want to give extra money but they have to do it to reach faster.
