I agree with you @Miya, here they specifically described that people don't care about their safety or cared about it.

I don't think "I" is implicit as the statement does not mention are careful about their own safety. The statement has the word "passengers in their own interest are advised".

Seeing as the announcement is needed, then I feel that it implies that passengers are not careful about their own safety, therefore, requiring an announcement.
