Assumptions:
- If the invitee is not in his seat before 3 P.M., the function will not start.
- Function will start as scheduled.

Explanation:
It is mentioned that the function will start at 3 RM. and not that the invitees will be waited for. So, I is not implicit and only II is implicit.

II is explicit, not implicit. This sort of loose language is abused all over the test.
