  1. Most of the employees will travel by the office transport.

Explanation:

How do you know which one is more favourable between the transport subsidy and the allowance to come to a conclusion that more people will opt for option 1?

1 is absolutely correct because few employees not benfited by traveling alowance not all thats why most of the people will opt for half fare.

No. I is not implicit. We know nothing about employees, nothing about distance and transport means. People are too complicated to just say most of them will travel by the office transport. There are just many possibilities.

How do I know people who work in company stay near by the station or on the route?

Why assumption 1 is implicit. People who get travel allowance may or may not avail this facility as half cost is being taken by organization
