Statement: Sachin wrote to his brother at Bangalore to collect personally the application form from the University for the Post-graduation Course in Mathematics.
Assumptions:
- The University may issue application forms to a person other than the prospective student.
- Sachin's brother may receive the letter well before the last date of collecting application forms.
Answer: Option
Explanation:
Since Sachin has asked his brother to collect the form, it is evident that the university may issue the form to anybody and that Sachin's brother would receive the letter before the last date of collecting the forms. So, both I and II are implicit.

Answer is both. 1) One is implied because when Sachin is writing a letter to his brother he assumed that university may issue form to any person other than a student. Simply negate the 1st assumption. By negating we get if university will not allow any person to receive app form apart from student then what is the point in writing the letter by Sachin to his brother. 2) one is implied because of "may" because when he writes a letter he may assume that his brother takes the application form before the last date. Although the date is not given because "may" is implied.

Nothing can be said about the university or reaching date of letter. And if you are assuming this, even I can assume that sachin lives in delhi. Can't I?

The statement implies that the university can issue the form by some other mode also e.g. By post or through other means.
However, due to some reason, Sachin has requested his brother to collect the form personally. Hence only 2 follows.

But in the assumptions given that only that person can collect who wanted to post graduation so I support only assumption 2.

1 says university may issue forms to a person other than the student-it would mean to anyone but not the student. Hence only 2 should be valid. Please clear the doubt. Thank you.
