Explanation:
Clearly, nothing is mentioned about the nature of the people. So, I is not implicit. Also, the statement gives an advice of being humble even after being victorious. This means that generally people are not humble. So, II is implicit.

In one of the questions about the behaviour/nature of child, the explanation was given that we cannot conclude in general about the behaviour. How can we conclude here?

And if we are concluding it should be about "victorious" people not in general.

Here said that generally people are not humble, according to me its not right prople are humble according to situation.

Neither is implicit as the statement refers to the victorious people and not the people in general. General attitude of people cannot be concluded from the given statement.

If their had been written generally people are not humble after being victorious. Then might be this assumption would be a correct one but here how can we say than generally people are not humble?

I think people are not humble after victorious. But here they say generally people are not humble which is not right.

"Even after being victorious" means that, the person is humble at the very right moment and should continue being humble even after being victorious. So, it does not mean that people are not humble,

According to me, neither is implicit.
