Clearly, nothing is mentioned about the nature of the people. So, I is not implicit. Also, the statement gives an advice of being humble even after being victorious. This means that generally people are not humble. So, II is implicit.

Neither is correct because the statement asks a man to be humble even after being victorious. This implies that people are usually not humble after the victory.
(l) is just opposite of it. (ll) is not implicit because it generalises the statement.

Nothing is mentioned abt, the general aspect of the people. How option two? the statement states being humble AFTER victory.

'Generally people are not humble' is not the same as 'people are not humble when victorious', so it must not be implicit.

It can be said that generally, people are humble. So it will be true. Here neither 1 or 2 implicit is correct.
