Neither one should be implicit as there is no mention of local candidates' stay.

And since it is omitted for locals arrangements, the sentence is not implicit.

Neither one is implicit. As there is no facts regarding local canditates and one can't assume untold facts such as (facts on local canditate).

There isn't mentioned anything about the local candidates, whether they have to make their own accommodation or company will provide them. So, why can't the answer be neither of the statements is implicit?

There's nothing said about the local candidates. So whether the local candidates make their own arrangement what's the difference? Statement ! is irrelevant according to the instructions.
