Statement: "The bridge was built at the cost of Rs. 128 crores and even civil bus service is not utilizing it, what a pity to see it grossly underutilized." - A citizen's view on a new flyover linking east and west sides of a suburb.

  2. There has to be some accountability and utility of money spent on public projects.

Explanation:

Implicit can be defined as "always to be found in; essentially connected with" or " suggested though not directly expressed".

There is a generalisation in both statements "such bridges" and "spending on the public project". But the second sentence contains "utilising" which contained in sentence direct usage but in 1st sentence negative point of view for such projects is shown prohibition is further deduction not direct assumption.

They are not talking about all the bridges in general as they have clearly said the building of "SUCH" Bridges in the first assumption.

So, the given answer is right.

If 1st Statement was excluded because it was taking all the bridges in general then go through the 2nd statement once again. "There has to be some accountability and utility of money spent on public projects". Public projects are taken in generalised here.

According to me, the statement is implicit as it talks about civil bus good on services not utilising it and civil bus services are made for public good only.

Statement I is excluded because the statement is talking about general concern i.e. "these bridges" here mean all bridges of this kind. But here the person is talking about a particular bridge being underutilized, not all.

Yes, the statement should not be generalised. Whatever the statement tells about assumption should also rely on the same thing.

Assumption 1 is not implicit because it is generalizing statement "building of such bridges" means we are saying in this line about all bridges of this category. But in assumption we should talk about given statement means that particular bridge only.

Someone please answer @Vivek's question:

If even civil bus service is not utilizing it then we can deduce that "The building of such bridges does not serve any public objective". So I should also be implicit. Even I feel I should also come.
