Assumption is a hidden proposition which is clearly stated in the statement 1 bridge doe's not serve any public objective that is all about the citizen view.

'I' assumption should also be included. It relates to the statement. I don't find a reason to exclude it.

Implicit means " it should imply but not directly" here it is a direct assumption.

Yes but direct relation is not there. Assumption is dirctly related to his statement.

If even civil bus service is not utilizing it then we can deduce that "The building of such bridges does not serve any public objective". So I should also be implicit.
