In my opinion, both are implicit since historians a known to distort the truth.
Which implies they rarely show the truth as it is. Thus the second assumption can also be take into consideration.

Here, the keyword is "Seldom" which means to rarely/rarely.
So it is contradictory. The answer is "Only assumption I is implicit" that is (A).

There is no point of belief over here it's just a saying or opinion. None of the assumptions are implicit.
