Statement: Traffic jams on most of the roads in the city have become a regular feature during monsoon.
Assumptions:
- Material used for road construction cannot withstand the fury of monsoon resulting into innumerable pot holes on the roads.
- Number of vehicles coming on the roads is much more in monsoon as compared to other seasons.
Answer: Option
Explanation:
Clearly, the problem of traffic jams arises during monsoons not because of increased number of vehicles but due to slow movement of traffic on account of bad roads. So, only I is implicit.

It is not necessary that traffic during monsoon season is only because holes, and it is also not mention in statement.

The traffic jams can be due to many reasons - viz. , water logging due to faulty drainage system, failure of traffic signals due to power cuts, more number of people preferring to commute by their vehicles, etc.

Potholes and wrong materials can not be assumed a valid reason as there could be wrong Engineering causing water logging problem to disrupt traffic.

In monsoon many people like to come by their own vehicle due, it is a fact can't be denied.

During monsoon, people used to travel on their own vehicle to be safe during rain. So Option E should be the right one.
