  1. While going down, the lift is unable to carry any load.
  2. Provision of lift is a matter of facility and not of right.

Explanation:

Neither is implicit, the statement doesn't clearly or indirectly states and reason for not to use the lift while going down, so option D should be the answer.

I believe the answer should be (D) Neither is implicit. Because nothing is mentioned that supports the 2nd assumption.
