Explanation:

Because for the first timers it is complicated that is why help should be extended to them, but how come ii is implicit?

Yeah both statements are implicit, if filling up the form is easy, why new comers will need such help ?

I think I is Implicit because one ask for help only if he\she finds difficuty in that.
