  1. B wants to publicise his products.
  2. Newspaper X has a wide circulation.

Answer: Option
Explanation:
The word 'If in the statement shows that B may or may not want to publicise his products. So I is not implicit. It is advised that advertisements be given in newspaper X. This means that X will help advertise better i.e., it has wider circulation. So, II is implicit.

Agree with the above comment. And my answer is option E.

B wants to publicise his product is a fact that why a is suggesting b for newspaper x.

And newspaper x may be a famous newspaper that can publicise very quickly.

What if A advised B only on the basis of the advertising cost (say x offers advertisement at lower cost than other newspapers). So X need not to be a wide circulating newspaper, possibly it could be a newspaper with low circulation and low cost levying for advertisement.
