Explanation:
The statement expresses concern over the issue as to when our country would be able to curb terrorism completely. This means that efforts are on and it is quite possible to put an end to terrorist activities although it could take longer. So, only II is implicit.

I also agree with @Eric. It does not state that the government is currently engaged in any efforts.

Agreed with @Eric. That statement could have been made during a terrorist activity containment planning scenario, where the feasibility of the plan was simply being analysed. There's no indication that such a plan was already underway.

False. Nowhere in the statement does it say that the government is currently engaged in efforts to control terrorist actives. In fact, it specifically uses the word "would"--how long [it].
WOULD take to contain. Terrorist activities". This actually implies that the government has not yet involved itself in attempting to control the terrorist activities. For assumption II to be correct, the statement should have used "will" instead of "would".
