I think that the fact that it is not manageable is implied by the word terrible in that statement.

No, where the Statement says that the pollution problem has been manageable. Instead, the Statement calls pollution as the price of Economic Growth. Therefore only Assumption 1 is implicit. So, Option A should be the correct Answer.
