  2. Leaning out of a moving train is dangerous.
  3. It is the duty of railway authorities to take care of passengers' safety.

Only I and II are implicit
Only II and III are implicit
Only II is implicit
Only I and III are implicit
All are implicit
Answer: Option
The warning against leaning out of moving train is made to heed against the dangers involved. So, both I and II are implicit. Since the warning has been put up in the railway compartment, so III is also implicit.
