I think the given option A is right answer because the pollution at ground level causes more effect to living things than upper pollution.

As far as I think, pollution at the ground or in the atmosphere is hazardous.

It is either of the two arguments.

Pollution in the upper atmosphere is equally hazardous.

According to me, the right answer is Option (C).

Yes, option A. Pollution at ground level is reduced so argument I is correct but argument 2 states negatively state that pollution in the upper atmosphere increases so ground level pollution is acceptable.
